An off-duty NYPD detective was arrested for drunken driving after cops spotted him passed out behind the wheel of his car, which was parked in the middle of the street in Brooklyn, law-enforcement sources said. The officer, Joseph Oquendo, 47, was nabbed up around 6:20 a.m. yesterday sitting in his convertible BMW, which was still running and in the middle of Second Avenue near 56th Street, the sources said. Police officers noticed the groggy motorist slumped over the steering wheel with the keys in the ignition, the sources said. Oquendo, reeking of booze, was jolted awake by the officers, who saw an open Bud Light container in the car, the law-enforcement sources said. He allegedly refused to submit to a Breathalyzer test. Oquendo was arraigned yesterday and charged with DWI and consumption of or possession of alcoholic beverages in a motor vehicle. He was released on his own recognizance.
